    are the bright dyes, or the non-bright black and white dyes, available anywhere?

    I've not found them anywhere myself yet, at least, though they were available last release (at various alchemists, including in Owl's head for example). Maybe they are out there somewhere, or are being changed or such, but I'd just be guessing.

    Yes, but the traveling salesman doesn't have any of the bright dyes, if you are speaking of Shandy Chapman - he carries the same dyes that the other alchemists are carrying.
