Earth attunement

Earth Attunement is raising even though I have it turned off, plus it jumped 3 level just from one hit from a wolf.

 

Your Earth Attunement has decayed below the acceptable level (10) required as a prerequisite skill for the innate below it. You likely have an exceptionally high pool of XP waiting to be filled back into it, and the points that would otherwise go into Bulwark of Earth (as it's trying to) is getting spent leveling Earth Attunement back up to its minimum prerequisite level.
