Earthquake's "Cooldown" is twice what it should be.

    Title: Earthquake's "Cooldown" is twice what it should be.
    Reproduction Rate: 100%
    Blocker? Well.....
    Details:
    A mouseover of Earthquake in the Earth Tree tells me that the cooldown is 15 seconds. (Below)

    In reality, my current cooldown for Earthquake is 30 seconds.

    Steps to Reproduce: Go cast it and bring something with a second hand....... ;)

    Apparently having regs impacts cooldown as well as fizzle chance.
    A mouseover with zero regs and a mouseover with all regs shows the exact same cooldown.
    I am hoping that it is the cooldown that is bug'd here and not the readout.
    Cooldown should NOT be affected by regs, as the lack of them directly impacts fizzle chance presently....

    Since when do reagents have anything to do with "cooldown times"?

    Fizzle, yes....

    *** Edit ***
    Ok, I got all 3 regs and it is now 15 seconds.
    They should factor that into the cooldown that shows on mouseover, since it knows how many regs you have when you do that mouseover.

    Interesting does that affect the casting time? It seems sporadic with me.. I've timed earthquake at 15 and 30 sec.

    I just timed it at 15 seconds with all regs, and 30 seconds with zero regs.

    It also takes twice the focus without reagents.
