Both of these Elves are regarded as 'Researchers' in their titles and referred to as such by Benar, the Elven researcher who studies pre-Cataclysmic things, and by Kiriad, the Elven leader. But both speak as if they're simply guards.

Additionally, both do not react at all to the phrase "Bonesteel Dagger". This is odd because both NPCs are referenced by other NPCs when the phrase is mentioned.

(This is probably something that's being worked on already, but I /bugged it anyway.)
