Emily in Soltown doesn't react to my conversation

Title: Emily in Soltown doesn't react to my conversation
Reproduction Rate: Tried several times to talk to her
Blocker? no
Details: I arrived at Soltown and talked to the refugees. All respond normally, but Emily doesn't react to my typing any words or clicking on the underlined cues in her speech. When I initiated conversation with her the second time, she greeted me with "Hello again, Outlander", so apparently my first attempt to talk with her was recorded. I am also unable to end the non-conversation with "Goodbye" and have to remove the conversation tab in the chat window to get out of conversation mode.
EDIT: I left Soltown and travelled on to Solace Bridge. I got the quest items (Quincy's broken sword and the letter from Emily) I knew about from previous releases. Back in Soltown, I spoke to Emily again and this time she responded to me and I was able to give her the quest items.

Have you been able to reproduce this with any other NPCs since it first occurred? We're not seeing this locally. It's possible it might have been a network hiccup.
