Enhanced political/administrative roles for some NPCs

This would bring lots of immersion to the RP as well as establish true cultural boundaries between the different areas ruled by this or that way.

Mostly NPCs would fulfill such roles, and they would happen to get put out or supported by the Pcs.

One exapmle: @ this town you can run freely business from your real state without taxation from the Tonw's administration. Therefore you would porofit more, and definetively if you are a businessman, this is your place, nevertheless, town B has a high taxation practice from the adminstration, but the public services, such as security, public structures, are more consolidated.

Ibelieve it would bring lots of immersion @ the virtual world.
