Etceter harbormaster invisible but still will interact with me

    I am trying to work on the shroud quests, currently trying to catch up on the truth quest line.

    I go to Etceter to find out how to enter artifice. I am looking for the harbormaster. He is invisible but his name is floating around the shoreline near the town crier. I go up to him and start double clicking under the name. The conversation interface opened and I was able to complete a quest part by agreeing to get the black iron.

    But, he was not visible before, during or after I was conversing with him.
