Details:
The Summon Charlotte whistle cannot be used from the combat bar.
The Summon Charlotte whistle does not appear to the combat bar.
The Summon Charlotte whistle cannot be dragged to the combat bar.

User Specs:
OS: Windows 10 (10.0.0) 64bit
CPU: Intel(R) Core(TM) i3-2120 CPU @ 3.30GHz (4) System RAM: 12243
GPU: NVIDIA GeForce GT 730 GPU RAM: 4063
SotA.EarlyAccess.Win.64.576.Date.03.29.17

 

I believe this is currently expected. I don't believe any companion whistles, short of summons/tamed creatures, are allowable on the combat bar? It has always been an item in the player inventory that could be used there via right-click.

 

Before R40, you was able to drag the Charlotte whistle to the non-combat bar and use it from the non-combat bar.
I found it disturbing that you are not able to use the Charlotte whistle from any bar anymore, but you are forced to use it from the inventory via right-click instead.

Thank you for the feedback. We will consider addressing this in the future as fallout of restricting utility bar access for new user experience.

More Details:
The 'Summon Charlotte Gray' whistle asks you to drag it to your hotbar.
The description of the item reads: "If Charlotte is somehow separated from you, use this to call for her by dragging it to your hotbar and then clicking the icon".
