[Expected] Cannot interact with Soltown NPC's

Both Merchant Martin and Blacksmith Annika are not accessible. Keep getting this message: "You just tried to talk to that NPC. Please wait a moment." I tried closing the game and re-starting the game when that didn't work, I rebooted my computer and that didn't work either. This all started after the game crashed 3 times in a row.

OS is Windows 10.

CPU: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz (8) System RAM: 8122

GPU: NVIDIA GeForce GT 730 GPU RAM: 2018

If it is night time then they are probably trying to go to bed. They will be available again in the morning.
