Fireball specialization doesn't proc - only plays sound

    Details: Fireball (with fire specialization) is supposed to proc a double initial damage. Currently the 2nd explosion only plays the sound twice but deals no dmg.
    Steps to Reproduce: Cast fireball with fire spec untill you hear the double explosion.
