FitzOwens armor drop rate

Is there something odd about the drop rate? The first 4 pieces didn't feel like they took long. The 5th was a slog. And from what I've read I'm not the only one. I decided to grep my logs and see how many slain Underdwellers it took. 105. Thats kinda a lot. I dunno if it was just the RNG gods not smiling on me? But I would suggest for random drop quests, put some kind of reasonable upper limit, where once they've killed X, either the RNG gets more favorable, or just start straight giving the drop. Frankly it seems like the opposite.

I did some more digging. It did seem to get "harder" to get the drop. And I gotta say it's not been a fun quest. My suggestion would about ~10 between drops at most.

1st dropped on kill 1
2nd dropped on kill 12
3rd dropped on kill 24
4th dropped on kill 43
5th dropped on kill 105
