[Fix Needs Testing 70414] Bard spec is boosting taming frenzy

    Title: Bard spec is boosting frenzy skill levels bug or by design?
    Reproduction Rate: 100%
    Blocker? No
    Details: Bard Spec seems to play a role in frenzy damage just for having spec bard. suspect that bard spec is boosting taming spec for every point. not sure if this is by design or major bug. This also would explain why the pets are so OP for the bard tamers.
    Steps to Reproduce: spec in taming , spec in bard level up frenzy. Cast look at numbers. untrain bard spec and see frenzy stats half.

    Bard specialization does improve frenzy, which i have no idea if it's intended or not. It does change both STR and HP regen on the pet.

    some was intended, that much was not. fix needs testing as of 1605 (but if you're on windows you should probably wait for 1606).
