[Fixed 71489] Shrine quest - two cities not recognized as completed

    Title: Devotional Shrines Quest not completing
    Reproduction Rate: Always
    Blocker? Yes, unable to finish quest.
    Details: I have talked to all of the caretakers at every shrine. The conversations at Aerie and Resolute are not being recognized.
    Steps to Reproduce: Talk to Aerie and Resolute caretakers and travel to another patron city, ask about Patron Cities then ask about Aerie and/or Resolute. The caretaker talks about virtue the city represents but does not recognize that I have talked to the caretakers of said city.

    I'll need to go back and check. TBH the quest is badly designed with no clear way of indicating which ones have been done

    Once I found out that the caretakers will tell you that....'you spoke to so and so about whatever virtue..." when you ask about a patron city it became alot easier to track. That's how I found out that Aerie and Resolute are my problem.

    ok for me it was Aerie, Eastmarch and Resolute - doing a second pass..

    And ok, yeah now same as OP - Resolute and Aerie not registering. For both, I get the response below about trying harder when I speak about the relevant virtue:
