[Fixed 71499] POT "East Port" - lot "pads" on overworld clip into ground & ? LOD issue

    Title: POT "East Port" - lot "pads" on overworld clip into ground & ? LOD issue

    Details:
    On the overworld (using overhead camera view), I start far away from the "East Port" POT, and I can see that some of its property "pads" (that represent empty lots) are apparently buried below ground level and either not visible or partly visible. Then I approach East Port, and when i get close enough, the visible portions of the "pads" disappear (and no pads are visible anymore).
    When i use 1st person view on the overworld, none of the East Port "pads" are visible regardless of whether I am near or far from East Port.

    Also, I am not sure if the patch notes are referring to this same town.
    If the patch notes are referring to this town, the patch notes say this town is named "The Port", but on QA it is called "East Port".

    Addendum: I discovered the issues above after I read the patch notes for 1512 and then fully updated QA, but the most recent QA patch that downloaded was 1511. Was there a typo, such that the most recent patch is 1511? or perhaps patch 1512 is still not available at the time of this post?
