    No quest task from her.

    Or is there no quest?

    The Port Harmony Cistern quest is Jenkins's third quest.

    To start the first quest, say "valve" to Jenkins and follow the conversation choices. Ultimately, she needs you to interact with a valve behind the jail walls.

    After you complete the first quest, say "valve" to Jenkins again and she'll ask you to relieve pressure on 3 or 4 valves throughout Port Harmony.

    After you complete the second quest AND up to an hour has passed, say "sabotage" to Jenkins to get the quest that sends you into Port Harmony Cistern.
