[Fixed 723][721] Cooldown missing on utility bar for glpyhs

    The cooldown indicator is missing from glyphs you cast from the utility bar. This is useful information for the end user so they can anticipate when they can use the glyph again. Please fix! :)

    For example, see how slots 1 & 2 in the screenshot below are dark but don't give any indication as to when they'll be available again.
