[Fixed] Can't enter troll encounter on QA

    Title: Can't enter troll encounter on QA
    Reproduction Rate: 100%
    Blocker? Yes
    Details: I'm met with the same "Your character has insufficient access privileges to enter this scene" error as before.
    Steps to Reproduce: Attempt to enter the troll encounter.
    User Specs:
    OS: Linux 5.5 64bit
    CPU: AMD Ryzen 7 1700 Eight-Core Processor (8) System RAM: 32103
    GPU: AMD NAVI10 (DRM 3.36.0, 5.5.7-200.fc31.x86_64, LLVM 9.0.0) GPU RAM: 7820

    Could you try to duplicate this again on the current build?

    I tried on std QA client and using a std player account and cannot dupe it now.

    The Trolls on the Player Test Environment have decided that since the Trolls on the Live Server were able to get most of their demands met by going on strike, that they would do so as well. *sigh*

    Issue# 66558 created.
