[Fixed] Can't place and move Decorations on docks of water lot

    Title: Can't place and move anything
    Reproduction Rate: Many times
    Blocker? Yes
    Details: Can't place new Deco and can't move old one on docks of water lot. The screenshot shows that this part of the Lot is defined as internal!
    Steps to Reproduce: Try to put or move something on docks of water lot.
