    this is a bug. that already has a deco surface, but it's flagged as an exterior wall, not an exterior ceiling. (when it's fixed, you still might not be able to use that chandelier, if it is indoor-only.)

    I submitted a change that will allow "exterior ceiling" decorations in that area. It should be in with the next release.
