[Fixed] Major repair not repairing to indicated max durability on item description

    Title:Major repair not working

    Reproduction Rate:dunno - costs cotos


    Blocker?yes

    Details: I tried to repair a war hammer - so i did minor repair first to bring to current durability which was 45. I then did a major repair with 250 cotos - the hammer remained at 45 current durabilty max durability was still 80 or so. I'm out 250 cotos.
    Steps to Reproduce: Repair a crafted with cotos and nothing happens.

    OS: Linux 4.15 LinuxMint 19.1 64bit

    CPU: Intel(R) Core(TM) i5-3570 CPU @ 3.40GHz (4) System RAM: 16004

    GPU: GeForce GTX 1650/PCIe/SSE2 GPU RAM: 4096

    Verified on Live.. My bow should have repaired to 115 durability -- but it only repaired to 95.

    I also noticed afterwards (see bottom of 1st screenshot) that the Equipped Tool indicates the repair is only going to be 38/38 -> 95/95 - so that is accurate of what actually happened, but not what was expected (repair to 115 durability as indicated on item description)

    Looks like server reports were not published with that last patch. Doing that now to see if that fixes it. Definitely sounds like a client server data mismatch.
