[Fixed] POT Caelestis Canton shows no governor and can't place lot markers or deco

    Followint the patch, Caelestis Canton changed to the Tropical 01 biome as expected. However, following the patch, there is no governor listed at the top of the screen and my character, John Gault can not place any markers or make any changes to the town. The town still shows up properly in my account but my character has NO ACCESS to the town. Also, the Governor title is still available.
