    Title: POT deco and governor name missing?
    Reproduction Rate: three times, so far
    Blocker? Yes
    Details: Governor not listed, and cannot place deco in new POT
    Plus there is a Transport wagon to a POT in Novia, but a wagon and not a boat?
    Steps to Reproduce: tried to place deco
    User Specs:
