Title: Fleet Flute and Lute of Inspiration only buff instrument Player

Details: Since the release notes mentions artifact instruments being all fixed like, I'll point out that on the current QA build that the Lute of Inspiration only provides it's adventure level buff to the player of the instrument, where previously it was providing it to party members. Fleet Flute also only buffs the player, which means no one benefits from the plus to attack speed, for the most part.
Steps to Reproduce: Use either instrument in a group, watch as no one else gets the buff.
