Free attack held during unholders does not charge up

Title:Holding free attack just after unholstering does not charge the attack

Details: If you hold attack just after unholstering, it starts the charge animation (bow draw) but has no charging UI bar and then immediately lowers the weapon again. Your attack key is still held and will attack when released, but only for a zero charge attack.
Note: I also get the same situation very frequently during combat, but cannot reproduce the cause once combat is over.
This also occurred in R53 but is more prevalent due to the looting->holster bug currently.
Steps to Reproduce:Unholster, hold attack. Note no charging bar, but attack will fire when released (in a fully uncharged state).
