Game does not quit properly (Steam)

    Reproduction Rate: always since patch #884 (could be with #883 too)
    Blocker? no
    Details:
    whenever I quit the game (regular quit or crash, does not matter) for Steam the game is still running, I cannot start it again, I have to kill Steam first.

    What does "Failed to start game (app already running)" mean?
    This error is most commonly seen when launching a game that has closed improperly with a silent crash, or that is failing to launch properly.
