Title: Getting encumbered (losing a str buff) while fishing interrupts fishing

Details: Getting encumbered (losing a str buff) while fishing interrupts fishing, issue happens when buff fades or if removed manually
Steps to Reproduce:

1. Log in
2. Get enough items in inventory to get the encumbered debuff
   
3. Find a fishing spot
4. Cast Strength of Earth on self
5. Start fishing
6. Remove buff while fishing

User Specs:
OS: Windows 7 Service Pack 1 (6.1.7601) 64bit
CPU: AMD FX(tm)-8320 Eight-Core Processor (8) System RAM: 16282
GPU: AMD Radeon HD 6900 Series GPU RAM: 4064

Side note, this is interrupting whether or not you are encumbered, I tried both ways and still got interrupted when I lost the buff. Editing submission to team to reflect this.
