Healing Touch sometimes gives tiny heals

    Title: Healing touch sometimes gives tiny heals.

    Details: I reported this last release to no avail: sometimes Healing Touch will only heal some tiny amount, as if I have a healing debuff but I don't.
    Steps to Reproduce: See the text and screenshot below for an example.
    User Specs:
    OS: Linux 4.16 unknown 64bit
    CPU: AMD Ryzen 7 1700 Eight-Core Processor (16) System RAM: 32158
    GPU: GeForce GTX 1070/PCIe/SSE2 GPU RAM: 8192

    In the screenshot below, I was in a plains road bandit encounter. My Healing Touch skill is 100, my Life Magic Specialization is 80 and my Life attunement is 134. The minimum for my Healing touch, unstacked, is 67 points. I had just cast a 6-stack of Healing Touch and was healed for only 25 points. There were no healing defuffs on me. I had just fought a Trained Wolf and skinned it before casting Healing Touch. As you can see by my health bar, that 25 points was not the limit of my damage. This is absolutely a bug and has been affecting me for the last several releases.
