Heavy Iron Engraving not working properly on Pickaxe

    Title: Heavy Iron Engraving not working properly on Pickaxe
    Reproduction Rate:100%

    Details:Unlike the other 3 engravings, the heavy iron one applies a negative bonus to mining speed. Although thematically this might make sense(heavy and all), the scale of the positives versus the negative is a large disparity and all of the other engravings(including the traditionally heavy gold) significantly increase mining speed.
    Steps to Reproduce:
    1. Engrave pickaxe with all 4 bonuses.
    2. Compare the stats and notice that one is really different.

    GPU: NVIDIA GeForce GTX 750 Ti GPU RAM: 1993
    SotA.EarlyAccess.Win.64.407.Date.04.29.16
    Area: POT_grassland_metropolis_01_template
    Loc: (-102.9, 46.5, 233.7)

    Also has the same negative impact on a smithing hammer
