Highvale Outskirts motorized boat in lake is gone

With the limited use of any type of mobility device in the game except that of a set of coco-nuts and elevators i am pretty disappointed that the row boat is gone out of this lake. The fleet flute on the world map was also shut off. A friend and I would get on that boat and chat and fish. It was a really good time. The best part??? You could sit and chat and fish and the percentages never dropped to 0 because you were always moving. What's going on here?
