How do you place POT vendors so they do NOT wander

I have these vendor in front of my lot, I do not want them to walk around but I have yet to figure out how to make them sit still. When you place them there are arrow that show forward but nothing to make static, nor any setting in the drop downs.

These are NPC vendors and they are in my POT, they should stay where I put them as I want them there for aesthetics and use. True not built up again but they will have places I want them to stay.
