How to bring up options dialog with no cursor

    1: go into cursor mode (press TAB to change from reticle mode)
    2: hold down right mouse button, notice that cursor disappears
    3: press ESC while still holding down right mouse button, options screen will appear with no cursor
    4: press ESC again to exit, cursor will still not return until right mouse button is pressed and released

    This may be related to the times when I got a leader-goes-to-new-scene or accept-resurrect dialog with no cursor. They may have happened while I was using right-click to move the camera.

    Forwarded to devs for review 9/11/2016 - hopefully this will help with the bugs of dialogs with no cursor
