Try dragging it to your bar, and clicking on it there, and tell us if that works! :)

Nope. Go to a adventure trainer and you should be able to right click on any skill over the min (20, 40) and see about unlearning. It worked that way in QA a few days ago.

    50%.
Your choice is down arrows and you lose half, or use the book and lose 10%.

Also, you can likely look forward to paying RL $$$ in the future for the privilege of only losing 10% of your invested XP, presuming they stick to their normal pattern and only offer these once as a gift. ;)

Still this does not seem to work. At least at the generic skills trainer.

The book of unlearn is available for purchase from the COTO potion merchant for 3 COTOs. So as of now, it would cost about 4.5 k - 6k GP to unlearn the skill with 90% recovery rate.

    It's real simple to use.
have the book in your inventory.
    Open you Skills menu.
Right click the skill you want to unlearn.
    Use the menu to unlearn.

    50% is the going guestimate.

Because you've got 2+ million xp buried in a skill tree you never plan to use again. (a.k.a taming)

So, i'm still trying to figure out the details of the skill system and how leveling up works, would getting that 2 million xp back, make your other skills (that you do plan on using) go up faster? Does a larger xp pool mean your skills get a larger amount of xp when used?

It was enough xp that I was able to GM Blades, and take ALL my passives into the 60's and a few into the 70's, in a couple hours.

There are many things that affect xp spend.
    1. Level of skill, Higher level skills can spend more xp trigger action.
    2. Number of skills turned on, lets say you have two skills for the same trigger, one is currently spending 1,000 per action and the other is spending 50 per action when turned on individually, but when they are both turned on, the 1000 may drop to 500 and the 50 may drop to 25 per trigger. (there is also some prorating in this, I haven't figure out the math on, it's not usually this cleanly split)
    3. Low pool xp pool size. As your pool gets smaller and smaller below a threshold, the xp spend per skill is reduced further and further. The intent is that you won't run out of xp just get really really low, but some things like "gust ball training" can run you completely out of xp, because no xp is coming into the pool.
    4. Big XP pool size, Skills at 70+ have proportional xp spend rates, that can spend up to a certain percentage of your entire pool, E.g. at 90 skill with a 5k xp pool it make take 100 triggers to get to 91, but with a 2 million xp pool it might only take 2, both methods spend exactly the same amount of xp to get to 91, one way took 100 tiny slices, and the other took 2 huge slices.

The current glut of COTO's is temporary and finite. Once they are gone, the only (reasonable) source will be the cash shop. Also, I should not be required to pay anything for a bug fix. What you've outlined? That's me paying for a bug fix.

Then it is wise for people to stock up COTOs for future use while the price is low. Anyway, my point is that there is an available option to not having to pay real money if someone wants to change any of the skills of his/her choice. The book isn't only restricted to the bugged skills, is it?

IMO, your technical distinction will be lost on the majority of any target demographic, I'm afraid. :(
Portalarium has set the incredibly bad precedent of forcing customers to pay RL $$$ for bug fixes / balancing changes, and that is not going to attract a larger demographic in the long term.
If, for example, we knew for certain that for every balance change over a certain percentage, we would get a book of unlearning free in-game, sure, not an issue. But I suspect that is not the plan, or they would have already said that.

How is that any different from respecing from other games like WoW? I had done it so many times for many other reasons.

You made it sounds like people can't obtain COTOs from in-game without paying real cash, which is not the case here. Also, by the time we are the point where COTOs become really scarce, it is possible that many things will be more balance. Maybe yes, maybe no, but what good does it do to spend one life lament over unknown future?

Also, since they already give one book of unlearning to everyone for free already, what would prevent them to do it again should the future re-balance really become a big deal?
