    Title: Ice field tool-tip misleading
    Reproduction Rate: 100%

    Details: The tool-tip mentions that ice field slows targets around the caster (read it as a point-blank AoE) but the spell is a "place-able AoE". Tool-tip should reflect the fact that this isnt an area around the caster but targetable AoE.
    Steps to Reproduce:
    1. unlock ice field
    User Specs:
    OS: Windows 7 Service Pack 1 (6.1.7601) 64bit
    SotA.EarlyAccess.Win.64.478.Date.03.27.17
    Area: RandomEncounter_Plains01_Road/HumanBandits_Tier2
    Area Display Name: Plains Road Encounter
    Loc: (32.9, 33.2, 24.0)
