Ice Fist Removes Ice Arrow Slowing Effect

    Details: This is a bug I reported back in r42 and it is still persistant; JIRA #: 46865

    When a mob is being slowed by Ice Arrow and you hit the mob with an Ice Fist, the Ice Arrow's slow Icon/effect is removed from the mob, and is not replaced with the Ice Fist's slowing effect. I tested this in reverse order and when a mob is under the slowing effect of Ice Fist, hitting the mob with Ice Arrow replaces the Ice Fist slowing effect with Ice Arrow slowing effect.

    User Specs:
    OS: Linux 4.13 Ubuntu 16.04 64bit
    CPU: Intel(R) Core(TM) i5-6500 CPU @ 3.20GHz (4) System RAM: 15914
    GPU: AMD Radeon (TM) RX 480 Graphics (AMD POLARIS10 / DRM 3.18.0 / 4.13.0-36-generic, LLVM 5.0.0) GPU RAM: 8111
    SotA.EarlyAccess.LIVE.Linux.64.735.Date.02.23.18
