+ignite chance enchantment not working

    1. Title:+ignite chance on necklace not working
    2. Reproduction Rate:100%
    3. Blocker?no
    4. Details:have a necklace with +1.9% ignite chance. have killed many bandits, wolves and bears and not seen any procs from this. Have checked combat logs to ensure I wasn't just missing it. There is no indication it is doing anything.
    5. Steps to Reproduce: Have +x% ignite chance. try to get it to proc by attacking mobs.
