This is the generic response for an NPC that has no significant dialogue added, and will direct you to the guards who will be much more helpful. They're a rude bunch.

I get this when I walk by the central area of Owl's Head. If it was a response to an attempt to talk to an NPC, it would be less annoying than such a generic line being shouted at me unprovoked.

I had a list of all the NPCs in Owl's Head and Kingsport before. All the previous NPCs have dialogue. Were new placeholder NPCs put in place with no dialogue or is this what we're seeing from lamplighters and the like?
