Details: while inside-town boats from xenos to etceter are correctly blocked by etceter sieges, i was able to take the boat FROM etceter TO xenos during a siege. the other boat at the etceter dock correctly said hills siege as did the boat in xenos back once i arrived.

i wonder if this is related to the truth line quest to book passage to xenos. is that bypassing it somehow, even though the quest is through an npc, not clicking the boat?

So the boat on the world map, you take it from Etceter to Xenos - no siege. But it looks like you said the dock at Etceter was correct.
