Details: The blacksmith in central brit at the docks Loc: (359.7, 31.7, 396.9) wanders off as you enter the building, as if he goes briefly on night schedule then comes back a bit later and you can interact with him again

Sounds like they were on their night schedule - they don't always go off to sleep when they are off duty, sometimes they will walk around and ask you to come back when their business is open.
Based on what you are saying I am not sure where the bug may be with this...

 

@Lexie ok this time I saw him do it again - it was Dawn and as soon as I walked into the blacksmith building near the docks, the blacksmith walked up the stairs, opened the door and stepped out onto the balcony then ran back down the stairs to his original location near the table by the practice target. That's outside of his sleep schedule...and uh.. the balcony...
