Details:
At least two vendors, Cooking Supplies Merchant at above loc and Crafting Trainer at below loc are standing still with walking animation, only moving a little bit every now and then.

Did you happen to get a screenshot of it? Curious if the time of day is at play here with their schedules.
Midday, I am having problems reproducing this. They are walking around normally - although I have seen the infamous NPC moonwalk a few releases ago

 

Time at the top of the report is 2:11, so :11 means it would have been in the "Late Night" time.
