[Info Needed]Issue with Lord British Cloak

    Details: While in the Plains of Righ Innis, whenever my character moves from a stationary position, whether in or out of combat mode, the Lord British Cloak begins to "stutter" and the whole scene stutters for several steps, then becomes normal again.
    Steps to reproduce: As described
    Specs: running Win10, in Win8 compat mode (also occurs in Win10 mode)
