Moving mine here... with regards to bug #40456, making this its own post per your request Mister Attenwood!

Title: Passive and Active attack speed buffs not working for auto-attack
    Reproduction Rate: 100%
    Blocker? YES
    Details:
Light armor swiftness is not applying consistently and the buff skill "Flurry" has no effect.
Both the active and passive buffs are broken for auto-attack.

Flurry and swiftness are functioning as expected with free attack. (this is harder to log verify due to the human component... however a 40% increase is visible to the naked eye!)

Log file notes in the spoiler, can supply log file if desired.

    Version:
    Win 64, Release 38 Build 541
    Steps to Reproduce:
For baseline, auto-attack in heavy armor
Then equip light armor and use the flurry skill.
Note the lack of blinding speed in your violence.

In my case, expecting a 40.1% (1.401 multiplier) on baseline attack speed with flurry. Did not see it one bit.

    User Specs:
    Win 8.1
    i7-4820k
    32 gb RAM (4 x8GB)
    Nvidia GeForce GTX 770
    10.18.13.6510

Are you wearing light armor or heavy armor?

When I see the skills are not working I am in light armor. I do not expect them to work in heavy armor. As a result, I devised a series of tests using a dummy to confirm this. I have a test in my log in heavy armor to use as a base line since I was not supposed to get a buff in heavy. I then tested in light armor alone, and then in light armor while the Flurry buff was active.

My skills are Swiftness 70 (9.3% bonus) and Flurry 67 (30.8% bonus)

    My expected results were :
    • For light armor Swiftness alone:
      • 9.3% (1.093 multiplier) for light armor alone due to swiftness.
    • For light armor Swiftness + Flurry:
      • The value of 40.1% (1.401 multiplier) if the bonuses we additive (30.8%+9.3%)
      • The value of 42.96% (1.4296 multiplier) if the bonuses were multiplicative.

So with an eye on time stamps and attacks over a given period of time, I hit the dummies with a few weapon and armor sets. Due to small sample sizes for flurry + swiftness I did that part a two times to get an average.
    • Iron Mace
      • This test appeared to come up short on the expected swiftness buff by a good margin and completely failed to see an effect from swiftness.
        • Baseline: heavy armor
          • 0.773 atk/sec
        • Light armor (Passive Swiftness buff only)
          • 0.802 atk/sec
        • Light armor (Passive swiftness + Flurry)
          • 0.823 atk/sec average.
    • Vile mace
      • This test occurred due to grabbing the wrong item... so I went with it and did swiftness vs. flurry + swiftness. No love for flurry here either
        • Light armor (Passive Swiftness buff only)
          • 0.797 atk/sec
        • Light armor (Passive swiftness + Flurry)
          • 0.722 atk/sec
    • Iron Great Axe
      • This test was light armor vs heavy... as I didn't even see a benefit from light armor. I called it at this point and started writing up the bug.
        • Baseline in heavy armor:
          • 0.645 atk/sec
        • Light armor (Passive Swiftness buff only)
          • 0.644 atk/sec

I hope this clears up the original post. I'm happy to test with new parameters or methods if you'd like. From both playing in the field with mobs and struggling due to the 40% dps loss and the tests with dummies, I hope you can agree this is borked.
