Details: Sometimes mobs on Kobold Expeditionary Camp fully stop respawn (Most often if leave or relog zone and come back again)
Steps to Reproduce: Go Kobold Expeditionary Camp, kill mobs, leave zone and come back again

Thanks for the report. So you have to leave the scene and then come back, then you'll notice they won't respawn?
But if you stay in the scene and wait for repops it works just fine?

 

I've seen this also - I assumed it was part of the 'nerf' - leaving the scene and coming back won't cause it to reset, since it's a solo instance/party scene - you need to wait for the scene to close, and then the mobs will be there. An example is the kobold mage in the circle of stones, before you go into the part of the camp with tents - the mage often won't respawn after being killed a few times.
