    Reproduction Rate:Two different zones

    Details:This is on the "Tool" not weapon icon. The help text has reappeared after I started a new single player character, which may or may not have something to do with it. Anyway, clicking on the thing that says "Click to learn more" does nothing.
    Steps to Reproduce:Click the "Click to learn more" help text on the Broken Tool icon.

    did you play with your online account and only logged out to create a new or did you restart the client or did you start the client and directly building your new character?

    Played a new single player character, quit, later came back and was playing my MP character.

    Today in MP it is still there, plus my encumbered "Click to Learn More" launches no window on click. I'll change the name of this bug to include that.

    You mention both the broken tool tip and the encumbrance...you are seeing the same issue for encumbrance, yes?
