    As long as they did not use any Fallout 1 content in Fallout 2 to create a Fallout1.5 there should not be any problems. They frown on reuse of assets across games. All of the Morrowind in Oblivion mods then in Skryim mods have had to recreate art because of this. But if they are modding the Fallout Engine they certainly can use Fallout IP, something the Wasteland series cannot do.
