Items not placing

I am not able to place my fence or hedge. There is a huge tree in the way on my property line. Atos said he could move it...but only if there is an update. I like the tree so I don't want it removed...just moved. There is also an issue with placing elven lighting in the elven globe. It would be nice if we could place the wall sconces and or the elven street lights in the globe. Hopefully someone can assist with this.
