Kiakis in Solace Bridge

Title: Kiakis in Solace Bridge is running back and forth forever, won't talk
Reproduction Rate: Tried several times
Blocker?
Details: Tried several times to speak to him, he just kept running back and forth. I was able to lure a couple skeletons to him, he fought them and I was able to speak to him after that. It only lasted a minute before he started running back and forth again. Once he did that I couldn't speak with him again the normal way. I had to click the keywords in the client chat window. (Turned on NPC filter in the tab so I could do this) He still ran back and forth while I was doing this method.
Steps to Reproduce: Go to Solace Bridge (Not the start area zone, but the same zone you would be in if you started in another area. I started in Highvale)
