Kiln: can't clear cistern quest with Ivar

    Details:
    I cleared the Kiln cisterns a few months ago, and got the reward from it. I noticed a few weeks ago that it was still in my journal. Well, now I apparently know why.

    The new hint list now says "Speak with Ivar" with the tooltip "Tell him the cistern is safe", but I tried, and it didn't help.

    Steps to Reproduce:
    - somehow have already completed the cistern quest
    - talk to Concerned Citizen / Ivar in Kiln
    - talk about the cistern
    - he says he needs help... but I've already done it?
    - tell him "the cistern is safe", and he just asks for help again

    Edit: when I talk to him, the first thing he says is "Thank you so much for your efforts in securing the Kiln cistern!" So I think he already knows that I've beaten it.

    Yeah I have been unable to get this quest in the journal for a while.
