    Title: Kiln: Ivar the Concerned Citizen asks a rhetorical question.
    Reproduction Rate: 1st time you meet him only. Cause, I guess all avatars auto-accept all quests.
    Blocker? No.
    Details: Talked to the Concerned citizen right next to the Cistern entrance in Kiln. He asks if I want to go down there and fight the evil that is plaguing their water supply. I reply "yes". This seems to confuse him. Course, on second conversation I get a "Please figure out what is going on with the cistern."
    Steps to Reproduce: Talk to Ivar in Kiln for first conversation. I.E. have to have not talked with him before and flipped his flag. Say help. Reply to his question.
