Knockback not stunning per the tool tip listing of 100%

    Title: Knockback not stunning per the tool tip listing of 100%
    Reproduction Rate: 100%
    Blocker? no
    Details: The Knockback tool tip is telling me 100% stun and it is triggering less than 50% of the hits.

    Steps to Reproduce: Use the skill Knockback and see how many times it stuns.

    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-5820K CPU @ 3.30GHz (12) System RAM: 32668
    GPU: NVIDIA GeForce GTX 1080 Ti GPU RAM: 11132
    SotA.QA.Win.64.833.Date.05.24.19

    Has this been something that usually worked? One thing I know happens is enemies will accumulate a debuff resistance everytime it is hit with one, no matter the kind (I.e. hit with body slam (stun), now trip has less chances of knocking down).

    Maybe check if that is the case?

    i believe it showing a 100% chance to stun is the bug, as it's showing me a 100% chance when i don't even have the skill unlocked and am not holding a bludgeon.
