Title: Add Tax Credit doesn't update when COTO's added to inventory

Details:If you open Add Tax Credit while not having COTO's in your inventory, and just happen to be at the bank and thus are able to drag them to inventory, you'll notice that the available COTO's stays on the Maxed side of the arrow slider, and is still 0 COTO's.

If you manually put in a number, say 1 COTO, and then hit Add, the confirmation will come up as if it's going to work, but it doesn't.

The Deed Manager window must be totally closed before it works again, closing Add Tax Credit and reopening isn't enough.

Steps to Reproduce:

Go to bank that has COTO's in it
Have no COTO's in your inventory
Open Deed Manager
Open Add Tax Credit
Drag COTO's to inventory
Mess with different ways this borks everything
